New Bill Proposes to Loosen Cannabis Industry Compliance Regulations Requirements

Massachusetts lawmakers finalize a landmark bill to double cannabis possession limits and restructure the state commission for better oversight and efficiency.

 On April 6, Massachusetts lawmakers finalized the details of a bill to be sent to Governor Maura Healey for doubling the limit on how much cannabis an adult can buy or possess in the state. In effect, this would also reshape the state agency’s mandated industry compliance regulations. The legislation was a product of a House-Senate compromise that proposes to reduce the Cannabis Control Commission’s membership from five to three individuals, with all three members to be appointed by the Governor, instead of the current practice of a troika comprising the Governor, Treasurer, and Attorney General, each appointing members, followed by the Treasurer selecting the chair.

Springfield Senator Adam Gómez noted that the bill streamlines the leadership and clarifies the roles and responsibilities of the Cannabis Control Commission’s members. He said these changes will enhance transparency and effectiveness. According to Gómez, the legislation recognizes the maturing cannabis industry. He added that industry regulations must evolve as the industry does. Significantly, the bill is set for a House and Senate vote this week. Its progress follows months of closed-door talks between the two chambers.  

Moreover, the bill removes the requirement from state law of medical marijuana businesses cultivating, processing, and selling their own cannabis under one license. Lawmakers opine that the change would remove barriers for smaller businesses. Interestingly, while on the one hand, state lawmakers are refining cannabis regulation, they are also part of an effort to cut off the retail market in the state through an upcoming ballot measure in November 2026. CIO Bulletin views this legalization as achieving one of its primary goals: disrupting illicit cannabis sales as adults’ transition to the regulated market.
