DataOceans, LLC – Redefining Customer Communications with Precision, Partnership, and Purpose

Clear communication sits at the heart of every lasting customer relationship. When letters arrive late, statements confuse, or digital interactions feel fragmented, trust erodes quietly and loyalty becomes harder to keep. Organizations that remove those barriers, especially in complex, compliance-driven environments create experiences customers actually value.

DataOceans, LLC has spent more than two decades turning that principle into practical results. Founded in 2004, the company set out to simplify how organizations create, manage, and deliver essential customer communications. Its modular platform now powers personalized letters, notices, statements, billing, payments, and self-service experiences across web and mobile channels for more than 150 clients, including multiple Fortune 500 firms. With consistently high client retention rate and sustained growth, DataOceans has earned its place as a trusted partner in Customer Communications Management.

The platform rests on proven solutions refined through thousands of deployments. Component-based architecture and deep industry knowledge allow rapid implementation, often delivering measurable returns and requiring minimal internal IT resources. Organizations gain the ability to send the right message to the right person through every channel while meeting strict compliance demands and giving customers greater control over their own interactions.

Guided by a commitment to integrity, collaboration, and purposeful innovation, DataOceans continues to refine technology that removes barriers rather than create them. The company remains focused on the same clear purpose that launched it: helping clients connect more effectively with the people they serve, one carefully crafted communication at a time.

At CIO Bulletin, we had the distinct honor of interviewing Lee Nagel, President of DataOceans, LLC. He shared valuable insights into how the company, drawing on deep industry expertise and purposeful technology, continues to help organizations deliver the right message to the right customer at the right time, making communication simpler, more effective, and more human.

Interview Highlights

What inspires DataOceans, and how has the organization’s original vision evolved as you transformed the platform into a comprehensive Customer Communications Management (CCM) and Customer Experience Management (CXM) powerhouse?

DataOceans was founded in 2004 on a simple idea: regulated organizations should not be constrained by fragmented systems and complex data when communicating with their customers. The original focus was solving difficult data and document challenges so clients could create more relevant, efficient communications. That vision has expanded considerably.

As customer expectations, communication channels, and regulatory demands evolved, so did our vision. DataOceans developed into a comprehensive Customer Communications Management and Customer Experience Management platform that helps organizations modernize while preserving the core systems in which they have already invested.

What has remained constant is our partnership approach. Our involvement does not end after implementation. We do not simply deliver technology; through our ongoing customer success process, we work with clients to establish and track the KPIs and ROI drivers that support measurable business outcomes. That partnership extends to our clients’ technology teams. By providing advanced customer communication and engagement capabilities, we enable them to focus on advancing their core business systems and continually improving the customer data that informs better decision-making.

DataOceans helps put those advancements into action across the communication and service touchpoints we support, enabling more personalized and engaging customer experiences. Our team continues helping clients expand, adapt, and respond to changing customer and market needs. This combination of flexible technology, measurable results, and long-term partnership has shaped DataOceans from the beginning and continues to guide our growth.

Could you walk us through the main services provided by DataOceans and what specific differentiators set your platform apart from legacy customer communication providers?

DataOceans provides end-to-end customer communications management and digital customer experience management services for regulated organizations. These include aggregating and normalizing data from multiple systems; creating and managing letters, regulatory notices, statements, and billing communications; managing customer preferences; delivering communications across print, email, SMS, and digital channels; providing secure document access and archiving; and enabling customer self-service, account servicing, and payment experiences. We also provide implementation, integration, and ongoing professional services. These capabilities are delivered through our Letter Manager, Compliance Hub+, Statement Manager, and Customer Portal solutions.

What sets DataOceans apart is our ability to work with the systems, data structures, and document outputs clients already have. Our modular CCM and CXM platform  brings data together, manages complex integration work behind the scenes, and supports customer communications and digital self-service experiences. This allows organizations to modernize incrementally, give business users greater agility and control through governed workflows, and improve customer experiences without replacing their core systems.

How does your modular platform architecture enable complex enterprises to deploy rapidly and achieve tangible business outcomes so quickly?

One of our key strengths is managing the integrations clients need, while leveraging our ability to work with existing systems and data structures. We can consume APIs and common data formats, but we can also work with existing outputs such as PDF, AFP, XML, delimited, and text files. We aggregate and normalize that information into a consistent model, then orchestrate the content, business rules, preferences, and the delivery workflows around those processes.

Clients do not need to begin with a disruptive core replacement. They can start with a high-priority use case, integrate the required components, and expand over time. Standardized offerings and attorney-maintained content libraries, where applicable, can further accelerate implementation for repeatable regulatory communication needs.

By overcoming complex system and data integration challenges, DataOceans enables clients to improve communications and service interactions that have historically been ignored, avoided, or managed around because they were too difficult to change. We improve how communications are managed and delivered while removing friction from the service processes surrounding them. As a result, consumers receive clearer communications and can respond, take action, or access service through their preferred channels. This turns previously overlooked interactions into opportunities to better meet customer expectations, improve operational efficiency, and unlock measurable customer experience and business value.

How has a combination of an innovative solution set and an exceptional client retention rate helped you scale fast and expand into such regulated markets as consumer finance, healthcare, and utility industries?

Regulated organizations need innovation, but they also need reliability, responsiveness, and partners who understand the operational consequences of every communication.

Our consistently high client retention rate reflects the trust we have built by staying close to client goals, consistently bringing them innovation and continuously expanding the value we deliver. An innovative solution set must be paired with practical applications. Beyond delivering technology, we work alongside clients to apply it in ways that modernize internal processes, improve efficiency, and strengthen customer engagement. Rather than simply handing over software, our customer success team helps clients put our platform to work within their day-to-day operations. Together, we focus on the KPIs and ROI drivers that matter to their business, identify opportunities to improve processes and customer interactions, and expand the solution as their needs evolve. This ongoing partnership turns technology into sustained, measurable value.

These challenges are not unique to financial services. Health insurers and utilities face many of the same pressures to modernize complex, regulated customer communications and service interactions. This gives DataOceans a repeatable foundation for growth across regulated industries.

With modern enterprises operating across fragmented digital communication ecosystems, how does DataOceans enable organizations to centralize and simplify how they manage communications to support omnichannel experiences—from digital bills and notices to interactive self-service portals?

DataOceans connects the data, content, business rules, customer preferences, and delivery workflows that support each interaction. This allows organizations to manage bills, statements, letters, and notices across print, email, SMS, and digital portals from one coordinated foundation, rather than treating each communication channel as a separate process.

This experience goes well beyond document delivery or a single communication or interaction; it is about optimizing the entire customer journey. A digital bill or notice can direct customers to a secure portal where they can make a payment or take the required action, access documents, update communication preferences and account information, complete self-service activities, manage future payments, and, where applicable, complete e-signature workflows through integrated partner or client solutions.

The same connected experience gives customer service representatives access to communication history and relevant account activity. They can also send ad hoc communications and follow-ups through the customer’s preferred channel, helping them manage complex service transactions, streamline follow-up tasks, and resolve customer needs in fewer interactions.

By connecting communications with the actions customers need to take, DataOceans helps organizations create more consistent journeys, increase digital adoption, reduce avoidable service calls, and make it easier for customers to manage their accounts.

DataOceans emphasizes strong core values around community stewardship, service, and social impact. How does this mission-driven philosophy influence your corporate culture, product development, and decision-making in general?

Our values shape how we build the company and how we work with clients and partners. Stewardship means creating a lasting business that invests time and resources responsibly and contributes positively to the communities we serve.

Service means being responsive, listening carefully, and prioritizing our clients’ outcomes and their customers’ needs. Integrity, teamwork, value, passion, intention, and innovation reinforce those commitments.

In practice, that translates into a collaborative culture, long-term client relationships, responsible technology decisions, and products designed to remove friction for the organizations we support and the people they serve.

As demands shift toward rapid AI integration and hyper-personalized customer communications, how does DataOceans keep up with market expectations without risking platform stability and compliance?

DataOceans follows a controlled, outcomes-focused innovation strategy that connects new capabilities to defined business needs and introduces them incrementally within an established governance framework. Rather than racing to add AI features, we focus on making AI usable within complex, regulated communication environments.

Considerable investment is being made in AI, but technology alone does not deliver results. Both responsible AI and hyper-personalization require the right foundation: trusted data, governed content, clear business rules, established communication workflows, and empowered business users who remain in control. AI should strengthen this foundation rather than operate as a separate, uncontrolled technology layer.

We evaluate potential AI capabilities according to the value they can deliver, the risks involved, and the controls required. Approvals, version history, role-based access, traceability, testing, and human oversight remain essential. Our modular architecture allows new capabilities to be evaluated and introduced without destabilizing the broader platform. We can also connect clients’ preferred AI technologies to a secure, governed communication foundation.

This approach enables organizations to adapt more quickly to changing customer, market, and regulatory demands while maintaining governance and stability, positioning DataOceans as the platform that helps clients put innovation, including AI, into action across customer communications and service interactions.

Earning recognition as one of the “Fastest Growing Companies to Watch 2026,” what do you consider the biggest catalyst behind your sustained growth, and how do you plan to leverage this momentum moving forward?

The biggest catalyst has been our willingness to solve the difficult integration and data problems that often prevent modernization. Clients do not need another disconnected tool; they need a partner that can connect their existing environment to better communications and self-service experiences.

That approach has helped DataOceans deliver value to hundreds of organizations, serve several Fortune 500 companies, build client relationships that span decades, and achieve consistent year-over-year growth. We use that momentum to continue developing solutions that are increasingly repeatable and easier to adopt, while retaining the flexibility and partnership that clients value.

Looking ahead, are there any new platform capabilities, AI innovations, or strategic expansions in the pipeline that your clients and the wider tech industry should be excited about?

Responsible, governed, and secure use of AI will be a key driver of innovation for DataOceans. We will continue delivering solutions that empower business users to manage communication content more easily and create more personalized and effective customer experiences. As we apply AI more effectively, we expect to strengthen our system and data integration capabilities, reduce time to market, and further shorten time to ROI.

We will also continue expanding our strategic partnerships with core-system providers, payment partners, and data platform providers. These platforms often house or manage the customer and account data needed to create relevant experiences. DataOceans connects that data with communication orchestration and digital engagement, enabling organizations to deliver more personalized and engaging omnichannel experiences.

To support this direction, our product roadmap includes reusable integrations, more standardized solution packages, and governed content libraries that canhelp clients deploy more quickly while accommodating their unique systems and workflows. We are also focused on connecting communications more directly to digital self-service, account servicing, and payments enabled through integrated providers.

Across financial services, health insurance organizations, and utilities, these priorities will help clients modernize incrementally, respond faster to change, and move customers more easily from communication to action. This combination of responsible AI usage, expanded platform capabilities, and a stronger partner ecosystem is what clients and the wider technology market should be excited about.
