Hoover Extends CBD Business Moratorium to Align with Complex State Regulations

Six-Month Pause Aims to Streamline Compliance for CBD Operations in Alabama

The Hoover City Council has voted to extend its moratorium on new CBD businesses for an additional six months. Originally intended to last just half a year, this pause allows the city to navigate the intricate state regulations governing the CBD industry.

City Council President John Lyda emphasized the importance of aligning with Alabama’s legal framework. “The complexity of state regulations adds challenges for local governments. This extension provides the time needed to ensure full compliance,” Lyda stated, adding that the city anticipates resolving the issue within two to three months.

The decision is expected to result in a well-structured plan, collaboratively developed by Hoover’s zoning department and police. While the moratorium temporarily halts new CBD establishments, existing stores—approximately 20 in the city—remain unaffected.

Local CBD business owner B.J. Autry supports the move, highlighting the need for tighter regulations to eliminate harmful synthetic products. “Many businesses don’t follow proper practices, tarnishing the industry’s reputation. We welcome regulations to ensure quality and safety,” Autry explained.

Under Alabama law, hemp-derived CBD with no more than 0.3% THC is legal and widely available at wellness centers, pharmacies, and grocery stores. Additionally, individuals with medical marijuana cards can access marijuana-derived CBD through licensed outlets.

As Hoover moves forward, this moratorium underscores the city’s commitment to balancing industry growth with consumer protection, setting a precedent for safer CBD practices across the state.
