The use of paper-based admissions shows that Japan has no time to lose; therefore, to compete, manage the process of moving documents to foreign students digitally.
The objective of Japan in establishing 400,000 foreign students in the year 2033 is being affected because of the outdated document process management in the university enrollment business. Most Japanese universities even with the technological advancements in the country use paper-based application peddle; yet, this makes it logistically difficult with the international applicants.
The shortage of extensive digital infrastructure in admissions points to the fact that there is a serious lapse in document process management. International students are usually expected to present real documents through the post, delay processes, and cause imbalances in trans-boundary communication. The state institutions have been slow in the efforts to digitize their admissions unlike in the case of the private universities.
Optimized document processing is essential to alleviating worldwide international applications and lessening the workload of professional faculty members, where several are performing pre-admission examinations by hand. There is also the decentralized higher education structure in Japan which makes uniform implementation of digital reforms very difficult.
Exponents have championed the fact that by embracing modern solutions in document process management, they would enhance transparency, equity and global competitiveness. It would also put Japan in line with international practices whereby digital verification that becomes part of the norm is the expectation, as well as the rolling admissions approach.
