At CIO Bulletin, we had the distinct honor of interviewing Shawn Stiffler, CEO of Caller ID Reputation. He shared valuable insights into how CIDR’s user-friendly and comprehensive monitoring tool helps businesses optimize the most important step in the customer journey: making phone calls with confidence.

Below is an excerpt from the interview.

Every great enterprise tech company starts by solving a critical friction point. What inspired the launch of Caller ID Reputation, and what vision did Caller ID Reputation have from day one?

Our founder was inspired to create CIDR after a high-stakes situation involving the health of a family member. It started with a phone call. “Spam likely.” He ignored it, of course. Just like everyone else, no one answers spam calls. The hospital called them a few more times after that, and he ignored all of those, too. Later that day, another call. This time from family, and it was about his mother, who was in the hospital. The doctors tried calling him about the emergency. But all those calls came up as spam. So they were ignored like any other spam call would’ve been. If he knew it was from the ER, he would’ve answered immediately.

From then on, he understood just how big a problem the spam/scam call situation was for both consumers and businesses. There is a clear influence a call label has on us. And businesses that make outbound calls need to stay on top of it. Otherwise, they’re going to be ignored, no matter how urgent, personal, or relevant the caller is.

The vision was pretty clear: Help organizations connect with people.

As a premier independent player in a shifting telecom environment, what core principles have guided Caller ID Reputation through changing carrier algorithms, compliance laws, and intense competition without losing focus?

It’s true that there’s been a ton of change in the past few years in the calling landscape. Unless you’re an insider, it’s become hard to keep up, and the repercussions for compliance failures are getting bigger and bigger.

CIDR operates on core principles of integrity, transparency, and empowerment, specifically through data. By that, I mean that our goal is to give customers all the information they need to make the right choices.

We’ve become a company that bridges the gap between carriers, businesses, and consumers. Our customers look to us to help make sense of the chaos, and we work with our partners to help provide as much transparency through data as possible. This education on how to operate in the system empowers businesses with integrity to make the right decisions, which fuels us for the next challenge or change. We actually thrive on environmental shifts, so as long as there’s still room for improvement, businesses need to leverage CIDR.

Could you briefly walk us through the range of tools and services offered by Caller ID Reputation, and how they cater to both mid-market businesses and massive enterprise call centers managing numbers?

When it comes to our services, CIDR offers flexible plans that support small teams with only a few phone numbers up to enterprises with over 100,000 numbers. For larger enterprises, we offer a headless API that seamlessly integrates with existing systems, and we prioritize a user-friendly interface that anyone can understand, regardless of technical experience. Our tools and services cover every stage of the call flow and can be broken down into 3 parts.

Pre-Dial: We offer DialRight, a service that scans lead lists for suspicious or risky leads. It identifies vexatious litigator numbers, scrubs against the federal Do Not Contact (DNC) list, and more data points to score your lead quality.  We charge “per scan” and are flexible depending on list size. This service is recommended for all businesses running outbound, whether you’re a small or large one. Fines and regulatory repercussions can make or break your business.

The Dial: Next, we offer our Monitoring product, which comprises our Reputation Signal Composite (RSC) and Device Cloud (DC). The Reputation Signal Composite diagnoses why numbers are flagged. We draw on eight independent sources to explain the underlying causes of a given flag label, so businesses can fix the right problem instead of chasing symptoms.

The RSC is the data behind our Device Cloud, which is the next step that provides proof on a number’s call label. The Device Cloud continuously scans across all major phone types on all carriers, cataloging and providing screenshots of how a number actually looks. Screenshots provide more accuracy than simulations, and we’re the only service to offer it.

Post Dial: Lastly, we offer Remediation Managed Services (RMS), our white-glove approach to remediation handled by our expert team. RMS helps businesses manage their reputation with minimal effort. Our team handles monitoring, management, and mitigation. We also leverage our existing partnerships with the flag originators to help flags clear faster than a DIY option.

Caller ID Reputation has created a platform that simplifies complex carrier algorithms, making number health accessible to technical teams and executives. What is the secret behind building such a trusted brand?

The secret behind the brand is the foundation we built here at CIDR. We have a brilliant team that believes in our core principles and mission as much as I do, and our actions as an org reflect our belief in transparency, integrity, and the desire to empower customers.

What it comes down to is that reputation is literally in our name, and we take it seriously.

Your corporate partnership and channel strategy feel more like a collaborative tech ecosystem than a traditional transactional vendor network. What inspired this approach, and how has it strengthened enterprise relationships?

Our core team comes from telecom; we have many years of industry experience, so we understood the problems telecom faced from the start. We knew where the gaps and problems were, so the end goal was always to work with the big carriers to help provide visibility on the phone channel.

There's no way a single organization can fix a fragmented industry. So we believe it’s important to work with as many players as possible. Collaboration is key to success, even with our competitors or those in similar verticals. Internally, we call it coopetition; it’s healthy, and this mindset has paid off for us. We’re the service that partners with the most data providers in the industry.

Caller ID Reputation places strong importance on educational resources, expert mitigation guidance, and keeping businesses informed on outbound best practices. How important are these pillars in shaping modern business-to-consumer communication?

Consumer education and consultation services are things that we’ve always tried to offer. The problem with telecom is that the industry is too complicated. We know this, which is why transparency is a focus of ours, and why we do as much as we can to be informative. I’d say it’s very important for businesses to offer unique, educational, or customized communication to build a good relationship. The best modern companies with great customer loyalty all have great communication with their customers. I hope we can provide something like that here at CIDR.

Your company has emphasized corporate integrity, fighting erroneous spam-labeling and bridging communication gaps between businesses and carriers. How do these advocacy initiatives shape your brand identity?

We’ve been using the phrase built for compliance, backed by data, and trusted by enterprises as of late. And we can say that because that’s how we’ve always operated.

The trust we’ve gained with our customers and partners, the reputation we’ve built, and our brand identity all stem from our core goal of making the telecom industry more transparent through integrity to empower our customers.

Winning an “Innovation Excellence Award 2026” highlights a forward-thinking mindset. What exciting algorithmic developments, software updates, or monitoring experiences are currently in the pipeline that partners can look forward to?

We’re rapidly expanding and increasing our partnerships to bring the most comprehensive solution on the market. We’re also excited to launch our complementary products, DialRight and DialStats, which will further optimize outbound calling contact rates. Used together with CIDR’s Monitoring Platform and RMS, these tools will ensure we support our customers at every step of the call, from dial to answer.

The Visionary Leading the Next Stage of Caller Id Reputation’s Evolution

Shawn Stiffler is the CEO of Caller ID Reputation (CIDR), where he leads the transformation of the entire company — its go-to-market, its operations, and the teams and systems that drive growth. Shawn sets CIDR’s vision and direction, aligning every function behind a single strategy: scaling the business to meet accelerating enterprise demand and carrying CIDR into its next stage of growth. Prior to becoming CEO, Shawn built and led CIDR’s revenue organization, owning go-to-market strategy, sales, customer success, and partnerships, and establishing the operational systems that connect customer acquisition through onboarding, expansion, and retention. Earlier in his career, he spent over a decade leading business operations at a B2B SaaS company in healthcare, marketing, and technology, where he built and led a 50+-person cross-functional organization spanning enterprise sales, onboarding, customer success, account management, and product delivery.
