The new beta version 2.25.18.11 for Android shows that WhatsApp is now letting users decide between HD and SD resolution when downloading incoming media. The option to manage how much space WhatsApp uses can be found under Settings > Storage and Data > Auto-Download Quality.

In such high-traffic environments as group chats, cloud storage will make life much easier. The ability to save only the files needed ensures WhatsApp users can take care of their storage and information.
