All government agencies must follow unified ICT planning procedures as per Philippines’ DICT who aims to improve digital transformation compliance and governance standards nationally.

The Philippine Department of Information and Communications Technology (DICT) launched a historic policy that seeks to improve government ICT project compliance and governance standards. Through Department Circular No. HRA-001 s. 2025 all national government agencies together with GOCCs and SUCs must implement a single Information Systems Strategic Planning (ISSP) framework.

Friendly new criteria ensure increased visibility across all sectors to help authorities function better while their technology implementation upholds national objectives. DICT Secretary Henry Aguda stated that the new public service delivery governance framework provides simple standards which lead to measurable results in service delivery.

Every governmental agency requires approval from both DICT and MITHI Steering Committee to implement a standardized ISSP template. The initiative helps achieve President Ferdinand Marcos Jr.'s digital transformation path which includes e-governance and cybersecurity targets.

The policy increases adherence to requirements through its implementation of minimum standards that must be met during the evaluation process in a centralized assessment system. The policy operates to remove duplicate digital programs and optimize public resource handling.

The DICT develops new standards for Southeast Asian digital governance through its promotion of inter-agency interoperability together with governance mechanisms.

The DICT has developed complete support resources which will help organizations meet ISSP requirements as well as foster their digital operational development.

Digital compliance and governance standards are institutionalized in a vital move that spans the entire Philippine public sector.
