Keystone Talent Bank – Simplifying Complex Workforce Management with Digital Talent Pools, Smarter Hiring, and Built-In Compliance

Keystone Talent Bank meets that need with a complete cloud-based platform designed to help organizations hire and manage temporary workers. The system allows teams to search, select, and engage workers in seconds, while bringing compliance, timesheets, and payroll into one secure place.

Hosted on Amazon Web Services and certified to ISO 27001 and Cyber Essentials standards, the platform is available around the clock from any device, with no software to install. Delivered as a white-label service, Talent Bank gives each organization a fully branded web application tailored to its own messaging, appearance, and working processes.

Compliance is at the heart of the platform. Passports, visas, and supporting documents can be uploaded directly to each worker’s profile, while built-in controls ensure that workers cannot begin assignments until the required identity checks are complete. Passport and visa expiry dates can be monitored automatically, with safeguards designed to prevent non-compliant working. A complete audit trail keeps actions visible and accountable.

Smart online timesheets bring hours together across multiple assignments and can apply term-time rules for students, helping organizations manage working hours with greater accuracy. Managers can review and approve timesheets from anywhere, on any device, eliminating paper forms and reducing the risk of missed deadlines.

Talent Bank can also integrate directly with existing payroll and finance systems. Where required, it can manage the entire payroll process, giving organizations a single, efficient solution for their temporary workforce. The result is a simpler, safer, and more cost-effective way to manage flexible teams while giving organizations greater control over the entire process.

At CIO Bulletin, we had the distinct honor of interviewing Malcolm Paice, Managing Director of Keystone Talent Bank. He shared valuable insights on how his company, through innovation, reliability and a deep understanding of workforce challenges, is helping organizations turn workforce management into a strategic advantage.

Interview Highlights

What inspired the founding of Keystone Talent Bank, and how has that original vision evolved into the platform we see today?

Keystone originated as a traditional staffing agency over 50 years ago and grew into a major operation handling thousands of temporary staff every week, but this was in an analogue era. Around 15 years ago, it became clear that the business would need to be digitized, and so the first iteration of Talent Bank was built—really to create a more frictionless internal operation. What grew out of that in the years that followed was a platform that could be taken from internal use and sold on a SaaS basis directly to end users, which is when I joined the business. Over the past decade, we have evolved Talent Bank into a best-in-class solution for hiring, engaging, and paying complex workforces, with a full end-to-end suite of tools to make that process frictionless, compliant, and low-maintenance.

Could you walk us through the core suite of products and services Talent Bank offers, particularly for universities and public-sector organizations?

Talent Bank offers a highly customizable platform for every stage of managing casual workforces. It has a Talent Pool built on worker profiles, the ability to browse that pool or to invite people to apply for jobs and get hired. We also have a purpose built set of business rules and workplans structures specifically for universities that allows them to accurately assign work and pay rates based on their teaching programs. We have full compliance controls over right to work, working hours and other regulatory requirements and finally a fully functional payroll module, so a client can either fully outsource payroll to us, or we make it super-simple to upload directly into their own existing payroll system.

How does the white-label, cloud-hosted model empower clients to build and manage their own in-house talent pools with full branding and workflow control?

The core Talent Bank platform has all the underlying functionality an organization could ever need, but it is designed to be adapted to its own job families, job titles and pay rates. We also deliver Talent Bank via a web app, which means the front end is completely white-labeled and can carry the branding, language, look and feel of the organization, and we carry that through to use-case journeys, so it matches the user expectation from one client to another.

In what ways has Talent Bank transformed compliance, right-to-work checks and audit readiness for casual and contingent workers?

For the workers, we have made what used to be a long, in-person process to undertake right-to-work checks into just a few minutes on their smartphone. They upload their documents and do a likeness check via a secure app service, and then their right-to-work checks are attached to their profile in Talent Bank, and that’s it—they can work. The system reminds them if any visas or other documents are due to expire, and hard system controls make it impossible for a worker to work if they do not have valid checks in place. For the employers, it removes huge amounts of manual work and risk—for them, the implementation of Talent Bank is often about removing hours of wasted effort every week, while also improving the quality of checks and removing compliance risk.

Looking specifically at the higher-education sector, how is Talent Bank enhancing student employability while streamlining occasional teaching and temporary staffing?

Students today have an expectation of an ‘always-on’ employment service. Historically, the ‘job shop’ and careers fair approach was really limited in outcomes, highly inconvenient, and impossible to measure. Talent Bank meets the students’ expectations as it is available on any device, 24x7x365, anywhere in the world. It is convenient, immediate, and data-driven, so evidencing who has worked where and when is far easier, and we are providing masses more employability data. For the student, their Talent Bank profile is a living CV, capturing their work experience during their studies and making it easier for a prospective employer to see their progress, experience, and achievements.

For occasional teaching staff, the way universities previously handled those crucial workers has not been very effective and was normally analogue, slow, clunky, and took months of effort. We have built workplans specific to the types of work occasional teachers do—this typically can include preparation work, teaching work, and marking work—all at differing rates of pay and with additional business rules for each. That used to be managed manually, so by automating it, we have made engagement lightning-fast, all the work and rates are transparent, and the process is more secure, convenient, and less prone to error.

As an approved supplier on the Crown Commercial Service G-Cloud and PfH frameworks, what advantages does this bring to NHS Trusts and housing organizations seeking to reduce agency spend?

These frameworks make it far quicker and easier for the whole public sector to access and procure our solution (and many others) at highly competitive rates without the need for a lengthy procurement or tendering process. Many organizations in the public sector are strapped for resources, so spending weeks on a tender process is really not viable, and it is a bad use of their time. Frameworks such as G Cloud and PfH have already done all of the hard work of assessing suppliers, getting best-value pricing, and vetting, so end users can simply do a direct call-off, safe in the knowledge that their supplier is secure, proven, reliable, and good value.

How does the platform’s security architecture like ISO 27001, Cyber Essentials and AWS hosting, give clients confidence when managing sensitive workforce data 24/7?

Workforce management is always going to involve a lot of personal data, and there is a clear need for rock-solid security, high availability, and scalability. AWS is the world’s leading hosting service, and it means our serverless approach is highly scalable, always available, with no software to install, no latency, and always backed up. Ensuring that this security and robust approach extends throughout our business is why ISO 27001 and Cyber Essentials+ are crucial for us, and we do not see them as an optional extra; they are central to everything we do. Cybersecurity is ever-changing; you are never done, and you must continue to evolve with best practices from development to implementation to hosting and support. We owe our customers a high-security, low-risk solution, so that’s what we deliver.

How do you see Talent Bank continuing to redefine online recruitment solutions as organizations move further away from traditional agency models?

I think we are now well and truly into the next generation. We proved a decade ago that the agency model was largely redundant in the sectors where we operate, and our clients are living proof of that. We have helped our clients save over £50m in agency fees in recent years, and now we are extrapolating that success to other universities and other sectors. We have proved the talent pool model is the way forward, and the speed, convenience, and increased efficiency are just getting better every year as we refine our business rules and functionality for ever-more-specific use cases. Only three years ago, we were being told that the same approach could not be applied to academic and teaching staff because it was ‘too complex’. Well, we have well and truly dispelled that myth, and our teaching modules are the best in the sector. It is no overstatement to say they have revolutionized the whole approach to engaging occasional teachers for the better—the workers find it far more convenient and satisfactory, and the employers have removed risk, error, and manual effort across the board.

What exciting new features or modules are currently in the development pipeline that clients should look forward to in 2026 and beyond?

We have spent a lot of time on a fresh interface for Visiting Lecturers and Tutors, which we have been deploying at multiple universities in the summer of 2026, and that has been immensely satisfying and well received. So, I think we are going to be very busy with new clients on that front.
