On May 6, a Pakistani source familiar with the negotiations indicated that the US and Iran are close to reaching an agreement comprising a one-page memorandum to conclude the war in the Gulf. This follows Pakistan hosting the war’s singular peace talks thus far, and continuing in its capacity as a mediator by facilitating proposal exchanges between the sides. Months of back-channel communications and intermediary efforts by European and regional partners have also played a seminal role in de-escalating tensions that have persisted since the breakdown of previous accords, paving the way for a US Iran Memorandum Deal to materialize.

Diplomatic Objectives and Nuclear Oversight

The earlier one-page, 14-point memorandum of understanding proposed declaring an immediate end to the war in the region and starting a 30-day period of negotiations on a detailed agreement to open the strait, limit Iran’s nuclear program, and lift US sanctions. The Iranian administration is reportedly seeking to negotiate a deal that provides a clear framework for the lifting of economic sanctions in return for reserving the right to enrich uranium for peaceful nuclear energy purposes that will be open for external inspection by the International Atomic Energy Agency (IAEA). Through this, Iran aims to mark a re-entry into the global market and stabilize its precarious domestic financial situation arising from decades of restrictive trade measures.

Regional Security and Policy Shifts

US President Donald Trump has announced the pausing of his ‘Project Freedom” mission to guide ships through the blocked Strait of Hormuz to give time for an agreement with Iran to be finalized and signed. Iran’s Foreign Minister, during his visit to China on May 6, expressed hope of making a “fair and comprehensive agreement.” Significantly, Iran’s offer of discussing regional security dynamics, a topic it previously considered as a “red line” in negotiations, was met with cautious optimism by US officials who emphasized the need for “rigorous verification mechanisms and bipartisan support” for a potential agreement to succeed.

Next Steps in the Negotiation Process    

With Iran shutting the Strait of Hormuz to all shipping apart from its own since the US and Israel launched the war on February 28, diplomatic sources note that an upcoming summit in Geneva presents an opportunity for both sides to agree upon a preliminary roadmap for negotiations. Special envoys are expected to lead the technical discussions, and the “P5+1” group of nations is expected to get involved to give the process multilateral backing. According to CIO Bulletin, the world awaits with bated breath on the next steps, with both sides having sent positive signals expressing their desire to bring the current impasse to a logical conclusion.
