Balancing Major Global Powers by Staging High Profile Diplomatic Reassurances Immediately Following the Historic Trump Summit at Zhongnanhai
On May 20, Russian President Vladimir Putin met his Chinese counterpart Xi Jinping in Beijing during an ongoing official visit to China. The Russian and Chinese leaders were pleased with the progress in their strategic ties, while observers expected Moscow to press for more robust energy links. Putin received a ceremonial welcome, with an honor guard and a gun salute at the Great Hall of the People, and the venue was full of children waving Chinese and Russian flags. The Xi-Putin Beijing talks come shortly after US President Donald Trump’s visit to China and, therefore, invite close scrutiny and comparison between the two. The Chinese side emphasized the need to focus on a long-term strategy to develop and promote a ”more just and reasonable” global governance order.
As Xi put it, “The reason China-Russia relations have reached this level is because we have been able to deepen political mutual trust and strategic cooperation.” In the same spirit, Putin said their relationship has helped a lot with global stability, and he also emphasized Russia’s part in keeping energy supply lines running, despite disruption linked to the Middle East. He said the two countries’ relations, including cooperative efforts and economic ties, demonstrated “good dynamics” despite unfavorable external factors.
Furthermore, Beijing is carefully calibrating the optics of Putin’s visit to extract maximum leverage from the domestic audience and stay in the headlines of the world press. Known for hosting visiting leaders over tea, Putin and Xi’s last meeting in 2024 saw the two deliberate over affairs outdoors in Zhongnanhai, a former imperial garden that now houses both the Government office and the ruling Communist Party’s headquarters. However, the setting of Trump’s recent visit appeared more choreographed, with the two leaders strolling through a secret garden and speaking over tea apart from touring the Temple of Heaven last week. Meanwhile, Chinese state media has portrayed the unprecedented back-to-back visits to Beijing by the American and Russian presidents as a validation of China’s global standing in an increasingly fragmented world order.
Moreover, Putin arrives in China at a juncture of improvement in bilateral ties after the downturn last year. Compared to 2025, two-way trade rose 16.1% in the first four months this year in value terms. Putin acknowledged the need to reverse this trend, which came after a record high in 2024, thereby acknowledging China’s importance in offering relief to sanctions-hit Moscow. Following up to the visit, the Kremlin stated that 40 documents are expected to be signed, and a joint statement running to 47 pages on strengthening the partnership will be issued. The Power of 2 Siberia gas pipeline will also figure prominently in negotiations between the two sides. CIO Bulletin views this visit by the Russian President as a carefully orchestrated strategy by China to balance the East and the West to further its strategic objectives as a great power vying for greater influence in world affairs.
